PBI nimmt Arbeit in Guatemala wieder auf

  Nach dem lange erwogenen Abschied aus Guatemala im März 1999 nimmt Peace Brigades International nun seine Tätigkeit dort wieder auf. Seit Mitte 2.000 erreichen uns immer mehr und dringendere Anfragen nach Begleitung und Präsenz. Der Aktionsraum für MenschenrechtsverteidigerInnen ist stark eingeschränkt, die Zahl der Menschenrechtsverletzungen erheblich angestiegen. PBI ist äußerst besorgt über die Attentate, Einschüchterungen und Bedrohungen und stellt zudem eine kontinuierliche Tendenz zur Verschlechterung der Situation fest. Das Klima tiefgreifender Angst und der Eindruck hoher Verletzbarkeit betrifft besonders jene Gruppen, die sich mit der Umsetzung der Friedensabkommen in der Weise beschäftigen, dass sie die Ursachen des Konfliktes angehen − wie z.B. Bauernorganisationen, die mit Landkonflikten zu tun haben − und vor allem alle denjenigen, die gegen die Straflosigkeit arbeiten. Drei Delegationsbesuche im Jahr 2001 und die Informationen einer Kontaktperson, die seither vor Ort ist, lassen PBI zu dem Schluß kommen, daß eine Wiederaufnahme der Arbeit in Guatemala dringend geboten ist. Das Schwergewicht wird in der Verstärkung und Ergänzung der Arbeit der dort tätigen NGO liegen, die internationale Begleitung und Präsenz anbieten, aber von ihrem Mandat und ihrer Kapazität her zunehmend an Grenzen stossen.

Für 2002 suchen wir Personen mit Vorerfahrung in der Menschenrechtsarbeit in Guatemala und der Bereitschaft, in einem kleinen Team mit viel Eigeninitiative und zugleich enger Absprache mit dem Projektkomitee nach PBI-Prinzipien (Gewaltfreiheit, Nichtparteinahme, Nichteinmischung) zu arbeiten. Wichtig sind exzellente Fähigkeiten zur Kommunikation mit verschiedensten Akteuren (auch Regierungsstellen, Institutionen, diplomatischen Vertretungen etc.) und die Fähigkeit, die Rolle von PBI in der aktuellen politischen Situation kompetent zu beurteilen. Die Mindestdauer der Tätigkeit − ab August/September 2002 − beträgt 3 Monate, 6 Monate wären wünschenswert. PBI übernimmt Flugkosten, Kost, Logis, Reise- und Arbeitskosten im Land, sowie einen Zuschuß zur Krankenversicherung und ein Taschengeld (je 75 Euro/Monat). Für 2003 werden weitere Freiwillige nach den üblichen PBI- Kriterien (u.a. Mindestalter 25 Jahre, gute Sprachkenntnisse, Mindestaufenthalt 12 Monate) gesucht. Busqueda de Voluntarios para Guatemala

Peace Brigades International (PBI) esta buscando voluntarios para reestablecer una presencia internacional en Guatemala. Para el año de 2002 hay un plan específico para iniciar el proceso. Por eso PBI esta buscando dos personas con el siguiente perfil.

Los criterios para voluntarios en 2002 son:

1) Experiencia previa tal como:

a) miembro anterior del equipo de PBI Guatemala

b) miembro anterior de otro equipo de PBI y también conocen bien a Guatemala.

c) o tienen experiencia con vivir/trabajar en Guatemala en el área de ddhh y que también conocen bien a PBI y sus principios (no partidismo, no violencia, no intervención) y una disponibilidad trabajar dentro este marco.

2) Capacidad de hacer relaciones publicos con los sectores distintos (autoridades, institutos, grupos de derechos humanos etc.)

3) Capacidad de evaluar papel de PBI en la situación política actual en Guatemala.

4) Compromiso de un minimo de tres meses/preferible compromiso de 6 meses.

5) Habilidad de trabajar muy de cerca con un comité de coordinación que esta localizado afuera del pais.

6) Habilidad de trabajar en un proyecto en formación (con cualidades de seriedad, iniciativa, etc.)

Se espera que estas dos personas empiecen en agosto o septiembre 2002. Es posible que habrá la posibilidad de mandar otra persona más tarde en el año.

Para voluntarios en 2003 los criterios son:

1) Capacidad para trabajar dentro de las disciplinas de no partidismo, no violencia y no intervencion

2) Conocimiento de la situacion politica en Guatemala

3) Capacidad para participar en analisis de la politica

4) Habilidad para reconocer como la situacion politica pueda afectar a los miembros y el trabajo del equipo, y la habilidad a manejar estos afectos.

5) Habilidad para trabajar y vivir en grupos

6) Habilidad para trabajar en un contexto de hacer decisiones por consenso

7) Poseer un nivel alto de español

8) Un compromiso minimo de 12 meses con algunas excepciones para ellos que demuestren habilidades fuertes en el criterio arriba

9) Un minimo de 25 años de edad

Gastos Cubiertos: Vuelo ida y vuelto, los gastos de estancia relacionada al trabajo, hasta $75 por mes para seguro de salud, $75 por mes estipendio.

Peace Brigades International (PBI) is looking for volunteers to help re- establish an international presence in Guatemala. For the remainder of 2002 PBI will be laying the groundwork for this reentry and is looking for individuals with the following profile:

1)Previous experience such as:

a.Former member of a PBI Guatemala team.

b.Former member of another PBI team with knowledge of Guatemala.

c.Experience living/working in Guatemala in the area of human rights with a solid knowledge of PBI and the organization‚s principles (non- partisanship, nonviolence, non-interference) and a willingness to work within this mandate.

2)Ability to carry out public relations meetings with distinct sectors/actors (government authorities, institutional representatives, human rights groups, etc.)

3)Ability to evaluate PBI‚s role in Guatemala‚s current political situation.

4)A minimum of 3 months commitment/ 6 months is preferable.

5)Ability to work closely with a coordination committee constituted by various members living and working in their country of origin.

6)Ability to work with a project during its foundation-laying stage (including characteristics such as seriousness, initiative, etc.)

PBI is seeking two people to begin in August or September 2002. And perhaps one other person for later in the year.

For the year 2003 PBI is looking for volunteers with the following profile:

1)Ability to work within the principles of non-partisanship, nonviolence, and non-interference.

2)Knowledge of the current political situation in Guatemala

3)Ability to engage in political analysis.

4)Ability to recognize how a political situation can affect team members and the team‚s work, and ability to work under these stresses.

5)Ability to work and live in groups.

6)Ability to work under and with a consensus decision-making process.

7)Possess a high level of Spanish.

8)A minimum of 12 months commitment with some exception for those who demonstrate strong skills in the above-mentioned list.

9)A minimum of 25 years of age.

Expenses Covered: Round trip plane ticket, room, board, other expenses related to the work, up to $75 per month for health insurance, $75 per month stipend
